A Massachusetts man has pleaded guilty to using stolen identities to fraudulently obtain more than $450,000 in federal disaster relief loans during the COVID-19 pandemic. Federal prosecutors say 26-year-old Darwyn Joseph, of Lawrence, admitted to wire fraud-related charges Wednesday. He's scheduled to be sentenced Oct. 19. Prosecutors say Joseph and an accomplice used stolen identities to obtain Small Business Administration Economic Injury Disaster Loans. Prosecutors say they also used the stolen identities to open bank accounts to receive the funds and laundered the fraudulently obtained money by buying about $250,000 worth of iPhones.
Boston is launching a new program designed to offer tax incentives to encourage the conversion of underused downtown office buildings into residential use. The push mirrors office-to-housing conversion efforts in other cities trying to breathe life back into downtown business districts that emptied out during the coronavirus pandemic and may never fully recover. Boston Mayor Michelle Wu says a single building could potentially create hundreds of new housing units that could include affordable units. Wu acknowledges the costs associated with turning an office building into a residential building but said there may be some building owners feeling enough of an economic pinch to try.

A longtime state lawmaker who has unsuccessfully fought to participate in House sessions remotely has resigned. Rep. David Cote, a Democrat who represented Nashua for decades, was reelected last year but was never sworn in for the current session because of his chronic health conditions. In 2021, he was among the plaintiffs in a federal lawsuit arguing that requiring ill lawmakers to attend in person during the coronavirus pandemic violated the Americans with Disabilities Act. A federal judge denied their request for a preliminary injunction, and the case remains unsettled. With his resignation, there are 199 House Republicans, 196 Democrats, two independents and three vacant seats.
